DESCRIPTION

Milcord is seeking a Data Scientist to lead advanced information technology development projects in bioinformatics and human social behavior modeling. Specific projects include data driven predictive analytics for physical training, and recommendation engines for Civil Information Management systems. We have a number of ongoing projects in these areas  with various defense and government agencies and are looking for a researcher with creative, innovative problem solving, and collaboration skills

The ideal candidate will execute projects to develop solutions that can be transitioned to the field, collaborate with research groups from universities and government labs, and write innovative proposals.  We are looking for a creative, motivated person who likes to get their hands dirty solving challenging problems, rapidly develops software prototypes and effectively leverages the technical skills of a team of developers.  

RESPONSIBILITIES

●    Research, design, develop and evaluate state-of-the-art algorithms and implement within software prototypes in collaboration with a team of software developers
●    Communicate with multidisciplinary team, effectively articulate technical concepts and development
●    Coordinate with research partners, government customers, and seek new collaboration opportunities
●    Write proposals for business development
●    Manage projects to ensure timely delivery of research and development deliverables

MINIMUM QUALIFICATIONS

  • 5+ years experience in new business development, preferably with 2+ years of successful business development expertise in marketing information technology R&D to the DoD and intelligence communities
  • A well-developed network of professional relationships in the Washington Metropolitan DoD and intelligence communities to forge new partnerships with clients and industry partners
  • Knowledge of DoD component acquisition and budget processes
  • Familiarity with DoD/intelligence challenges and requirements, from both technical and operational perspectives
  • A solid understanding of the DoD information technology R&D market
  • Proven experience bidding against and winning $100K-$2M+ opportunities in the DoD and intelligence marketplaces
  • Ability to thrive in an entrepreneurial small business environment with constrained resources
  • Ability to leverage existing program management relationships to identify and win adjacent opportunities
  • US Citizenship and ability to obtain a security clearance

HIGHLY DESIRED

●    PhD degree in Data Science, Biomedical Informatics, Behavioral  Sciences or related quantitative field
●    Post-graduate experience in research and development
●    Experience developing software prototypes involving state-of-the-art machine learning and data mining algorithms
●    Experience in developing software with R, Python, Java, C++
●    Experience writing winning technical proposals
●    Ability to formulate a well posed hypothesis from vague problem definitions and propose creative, innovative solutions that push the state-of-the-art
●    Experience with preparing and executing work plans by decomposing the problem (Work-Breakdown Structure), producing technical diagrams to convey the high-level architecture of the proposed solution, and clearly articulating the technical details of the technical challenges to be solved as well as the operational benefits of the proposed solution
